Trying different laptops and a fresh cable is the sensible sequence and he did it in the right order, so the useful thing to say is that the results have already answered the question. A drive that behaves identically on three machines has ruled out the machines. A drive that behaves identically on a new cable has ruled out the cable. What is left is the drive.
The light is the least informative part. On a LaCie the indicator is driven by the enclosure's bridge board, which happily lights up whether or not the drive behind it is doing anything useful, so a lit and blinking drive is only telling you that the power supply and the bridge are alive. That said, it is worth ruling the bridge in or out properly rather than assuming: LaCie units use a bridge to convert USB or Thunderbolt to the drive's own interface, and bridge failures are a genuinely common cause of a drive that looks powered and is never found. The buzzing is what settles it here.
Buzzing is mechanical, and it is a different noise from clicking. A steady low buzz or hum that rises and falls is usually a spindle motor labouring — a bearing that has stiffened, or a motor being asked to turn a platter stack that is resisting. Mechanism dealt with in filtered air, the drive read out to an image, and the work from the old job handed back on fresh media. The diagnostic cost nothing; the figure that followed was fixed, written and inclusive of VAT. Because the drive had to be opened, half the quote was payable in advance against donor parts and clean-air time and the balance only once the data was proven back. The enclosure itself was in good order, which is worth noting: not every LaCie fault is the bridge, and it is worth checking rather than assuming either way.
