The drive is "not reading in any of the system". He had already taken it somewhere, and the summary is short: they "did not do anything and charged". He would like the files recovered and put onto the new external he has bought, and says so plainly — "transfer to new external drive which i have brought". A high-street shop's toolkit stops where the operating system stops, and this drive had failed below that line. That is not incompetence, particularly; it is equipment. Reading a drive that will not present itself needs hardware that talks to the mechanism underneath the interface, which no general repair bench has and no software substitute exists for. Being charged for the discovery is a separate matter.

There is a line running through this trade and most people never hear about it until they cross it. Above the line, a drive presents itself to a computer and everything that goes wrong is a matter of files, folders and partitions; a competent repair shop with good software handles all of it. Below the line, the drive never gets as far as presenting itself, and no software on earth can address something that is not there to be addressed. This drive was below the line.
What is down there is specific and diagnosable, but only with equipment that talks to the drive's own firmware rather than through the operating system. It might be service-area corruption, where the drive's internal management tables have gone and it can no longer describe itself. It might be a head that has stopped reading.
